Do a search for DVIO.
I get much fewer dropped frames in DVIO than I do in Premiere. And it's freeware. -
Another good option is Scenalyzer Live. It enables segmented capture so you can capture beyond 4GB limit even if you are running FAT32 instead of NTFS.
Also make sure your disk is defragmented and that DMA is enabled. If your disk is too slow then no program will be able to capture without dropping frames. -

I use video vegas again which segments the file size to get rounf the 4 gig limit on fat32 o/s
