We are in the process of building a new computer - we also will be purchasing new camcorder that records high def. I don't know much about high def/blu ray etc. so we need to know what video card to buy (All-in-Wonder card possibly?) and also if a blu ray burner will produce high def media to play back our home videos? Thanks in advance for your help understanding all of this!

You definitely need a boo ray burner if you want to play your movies on a TV with a disc. Otherwise you'll want to look into a media player like the one from Western Digital.
You're not going to capture HD video like you would SD, so the AIW video card is not a requirement. Take the money you'll save and spend it on an Intel Core I7-920 CPU or one of the nearest performing in your price range; check this chart.
