Maybe. You could extract every nth frame to an image in VirtualDub, and then batch run an OCR on the images (Abbyy is the best). Wuuld still take a lot of cleanup.

You may want to give SubRip a try ... there is a tutorial for what you would like to do using SubRip at http://zuggy.wz.cz/guides/video.htm (this is one of the guides listed on VideoHelp's SubRip page). I have had some success with this program in the past.
AVISubDetector may be another program to look at as well, although I have no direct experience with this software.

I have great success with AviSubDetector.
With that program, you may not be able to extract the subs in some extreme situations (especially formated subs), but you can extract the timing. And this is what it counts.
Then you can run the movie, and at the same time open the srt file with the timing and oversub yourself.La Linea by Osvaldo Cavandoli
