Is there a good piece of software out there that will enable me to take a 30-minute MPEG video and shrink it down small enough to send via email while still retaining somewhat decent picture quality? I've tried the Any Video Converter program in the tools section here, but the resulting video conversions are still too large to send via email.

Lower the bitrate to get smaller size...and it if looks too crappy lower the video size resolution also. Use avi xvid/divx or mp4 h264 or wmv. If anyvideoconverter wont let you choose output size or bitrate then try other converters like winff, autogk, handbrake.
Or just upload the video to an online video site like youtube, vimeo, jaycut, etc.
