    Is there a good, legitimate software program out there that will scan my entire computer. And then tell me what software upgrades / new driver upgades I am lacking for all my hardware and and all my software?

    I doesn't have to be freeware - I don't mind paying if it is a good software.

    All of the updating programs are scams,the only ones I use are the built-in updaters or Windows Update.

    Half a year ago I've tried such a program, and it gave interesting results. Generally, it compares your PC programs with the newest versions in their database and warns if your programs are older. Look at secunia.com. However, this is for the programs and not for the drivers.
    I've tried also a few driver scanning programs, but as pointed out by Moviegeek, they were scams...
    If something works, I try not to touch it...
