Kind of sounds like the display configuration is not set properly in the Catalyst Control Center (CCC). If you do not have the ATI icon in your System tray, you can access it (CCC) in the Start - Programs menu. The quickest method is through the CCC - Basic. Select "Setup my display config." in the Easy Setup Wizards tab and select the proper settings. Make sure your selections match the specs. of each monitor.
According to your post, you mentioned your LG monitor resolution is set to 1280x1024. Its native resolution is 1680x1050. Your setting should not have caused the scrolling issue you saw, but if the refresh frequency was mis-set, that could be why. The CCC Basic set up should pick the proper default frequency for you. If you want to fine tune the settings, you can do so in the Displays Manager of the CCC - Advanced setup. -
thanks for the reply but no the ccc is set up and i tried the basic setup but still no help then tried the advanced setting but i still get this scrolling thing and also i now i have my LG at its natitve stil; confused

Try each monitor separately and see if it changes. The only "scrolling" I've ever seen is with CRT monitors. I've never seen an LCD panel scroll the image, so I'm not sure what you are seeing.

when i try each one individualy the dell works on 1280x1024 but it doesnt when they are together thankls for the help

scrolling screen usually means an incompatible resolution/frame rate combination.

tried different resolution/frame rate combinations and still nothing

As an addendum to Krispy Kritters suggestion, did you try each monitor individually on both ports of your video card? Just trying to eliminate all possibilities of hardware faults. If either monitor functions properly on either port, I would suggest downloading the latest driver suite from ATI. Then, run the ATI uninstall utility to clean out everything. Reboot and install the new drivers. ATI software has had a somewhat dubious history. Although in their defense, they do seem of late, to be trying to remedy this.
