Some of the subtitles are too long to display and I try to use
subtitle workshop to divide the lines according to the pre-set
character numbers (say 20 characters) but it seems that
subtitle workshop does not work as I expect, some of the
long subtitles haven't divide even I have use "set maximum
line length" option, is there any solutions for this?

To make it reflow the lines, select the subtitles (or all of them, with ctrl-A) and do
Edit/Text/Smart line adjust
20 characters seems very short. Standard is about 40. -

I wouldn't really trust it to break Chinese properly.
Breaking alphabetic languages it will insert a line break in a space between words, but I don't think you have any in your text.
