For some reason the result of a conversion from mpeg2 to DVD-Video using DVD Flick 1.3.0.6 was poor. DVD Flick created dynamic distortion to the image. The more dynamic was image, the bigger was distortion. Static picture was ok. Also I didn't find any possibility to create point for layer break.

You need to be more specific regarding this distortion. Post images if you can.
Generally, image issues come from one of only a handful of reasons. Generally it is
1. Poor source material. Many people don't realise just how crappy the video is until they see it blown up, encoded to DVD and shown on the TV. This is especially true of downloaded source.
2. Out of date codecs. DVD Flick encodes what it sees. What is sees is determined by the codecs it uses to read the video. The wrong codec, or an outdated version of the right codec can produce artifacts, distortion and tearing.
3. Trying to put too much on disc, resulting in very low bitrates and all the problems that follow.
You haven't provided enough information to determine exactly where your problem lies.
You don't get to pick the layer break in DVD Flick, but if you burn with Imgburn (and if you are burning DL discs you would be a fool to use just about anything else) then you choose the break point at burn time.Read my blog here.

Please find the posted image examples.
The source material is ok, recorded from TV by Pioneer HDD recorder and transferred to PC by DVD+R DL for further editing by NeroVision Epress3, mainly for replacing and synchronizing of a new audio track. I couldn’t save the result on PC though using Nero, because it constantly gave me the error message, something about not matching memory addresses. But Nero allowed me to export the project as mpg file.
So I started to look for another mpeg->DVD-Video converting program.
I know that the number of conversions should be kept minimum.
The 3 h material should fit on DVD+R DL. Indeed, my choice for burning of DL disk would be also ImgBurn.
How do I see what codecs DVD Flick uses? Also Nero?

What you are seeing in interlacing. Assuming you did not resize or re-encode in DVD flick (and I don't know why you are using DVD Flick when you have compliant material) then this will be fine on your TV. If it does not then either DVD Flick or, more likely, Nero, has screwed the field order or done something else horrible to it. When you output from Nero does it re-encode the video at all ? What format does it output to ?
I would suggest that instead of DVD Flick, you use DVD Styler or GUIForDVDAuthor to author your material into a DVD structure ready for burning. DVD Flick is not the right tool for this job.Read my blog here.

Yes, Nero has reencoded the video to single .mpg file of about 7 GB size. I wanted to burn the project on HDD using the same Nero, but it gave me the error.
What I needed to do next is to convert this single mpg file to DVD-Video so I could burn it on DVD-9.

Thank you. Checking the DVD Flick option 'Project Settings' > 'Video' > ' Advanced' > 'Copy MPEG-2 Streams' helped.
