It sounds like you are behind a firewall that perhaps distributes traffic across several proxy servers. This is not an uncommon model for ISPs. Rapid-share sees the proxy server address as the downloading address. If multiple people who use your ISP are downloading form Rapid-share it will see these as the same IP address. As traffic cycles around the proxy servers, sometimes you hit one that is already being downloaded through, sometimes you don't.

The only way around this is to connect without using the proxy server if possible. Some ISPs will allow this, some won't. If you can do this, at least the only limitation will be downloads from your IP address, which you are in control of.

As a free downloader (non-premium) you can only download one file at a time. After downloading that file, the amount of time you have to wait to download the next one is determined by how big that file was and how big the next file is. With small files, you may be able to start almost right away. Large files may make you wait for some time.... I have waited for 5 minutes up to an hour. If you have a lot of files you want to DL for free, use a downloader and let it do the work while you go have a life for a while.
