You said "on video tape" then "MPEG".
What kind of tape? Just exactly what format are they in now?
    See http://www.terraguide.com/Formats.html

Anyway, unless it's already in a digital format, probably the best way is to just connect RCA leads from the videotape deck to the audio in of a PC (maybe you need a jack that converts it to a 1/8" plug).
Then play the tape and record with, eg, Audacity. Edit to taste, divide into tracks, save to WAVE.
Almost every CD burning app will have a "wave to audio CD" module.
(In ImgBurn this is "Make CD Cue file".)

You can demultiplex the audio from the mpg using for example tmpgenc, under file->mpeg tools->simple demultplixer. Then add the audio file in your audio cd burning app.

Or use goldwave and open the mpg and it should be able to just open the audio, save as an wav. Burn it.

Or use avidemux, open the mpg, under audio choose wac pcm and then audio->save as a wav file.

Audacity can also open AVI and MPEG files directly if you have the FFMPEG binary for Audacity installed ( http://lame.buanzo.com.ar/ ).

This app/tool can be used to extract audio from video files, and convert the audio to several formats..
