    I've tried nero, burnaware pro, imageburn but all I get is error, Illegal disc, Wrong format, Cannot format, etc. Piodata DVD-RW DVR-108DX. I have erased the disc before.

    Is there any software to erase CDs DVDs?

    Yes - Nero, Imgburn, Burnware et al.

    DVD RWs have a finite lifespan, so eventually they do die. And it isn't always because of repeated formatting.

    I have found that sometimes I can format a disc in my DVD recorder that I cannot format on the PC, and vice versa.

    Frankly it's not worth the wear and tear on a writer to have to repeatedly reformat a disc and you're better off replacing it with a new one.

    Also I keep a separate DVD+RW for images files, VIDEO_TS folders and data files so as to minimise the need to reformat.

    With ImgBurn, if I set the format as "ISO 9660 + UDF" I can use a DVDRW for either data or DVD video, without reformatting.
    I also store backups on video DVDs when there is much left over capacity.

    As for the OP: if neither ImgBurn nor Nero can format it, consider it dead. Throw it away.

    The disc's been erased no more than 4 times.

    I've got four DVDRWs, various brands. I've used them dozens, perhaps hundreds of times. They are physically wearing out as I scratch them up through careless handling, and so I notice less reliable reading towards the end of the disc (i.e., near the outer edge, which is the most scratched area). A couple of times I've aborted a write and had to do a full erase before the disc could be used again. Nero seemed the most reliable for that, succeeding when ImgBurn (which I use for all my routine burning) failed.
