I tried to search on the forums and through google and got nothing.
Is it possle to deep link into streaming WMVs?
Say the clip that is streaming is 1 hour long, but I want to only link 55.00 to 60.00. Is this possible and if so could you give any suggestions and/or link to a guide/thread?

You might be able to do it with a rtmp stream and a playlist that supports start position like RSS or SMIL feed
JW now has a wmv player as well, and there are pages of example scripts and an active forum you might check there. The site is more geared for flash than silverlight. Most examples show individual titles, but the last link (although flash) is 1 video with different chapter points - you can example the .xml for the start times
