Since Subtitle Workshop and some other tools don't do Unicode, yet SubRip can output Unicode, this presents a problem. Sub ReSync apparently groks Unicode because opening and saving a SRT with Unicode characters with it won't make it work with Subtitle Workshop.
How I fixed it.
Changed the .srt extension to .txt
Opened with Microsoft Word. (2003, other versions that do Unicode should work.)
Left the encoding on Unicode! If you try to change it on file open Word w i l l i n s e r t a s p a c e b e t w e e n e v e r y c h a r a c t e r. (Including between spaces, but this forum converts multiple spaces to one.)
Save as PLAIN TEXT, click OK then Word will pop up an encoding selection box. Choose MS-DOS or Windows Default and check the Allow Character Substitution box.
Change the filename extension back to .srt and subtitle tools should be able to open it.
