alright... I give... Must be my serious learning defiency that's causing this problem...

Captured as a sample the local soccer game on tape. Fed it into the computer and now have a wonderful avi file.

    The file stats say:
    720x480
    bitrate 1024
    audiosample rate 16bit
    framerate 29fps
    video sample size 24bit
    DV Codec

Now I am trying to convert it into a BEAUTIFUL MPEG2 file with TMPGenc using the following settings:
    Video Stream Mpeg2
    720x480
    Aspect 4:3 ???
    frame rate 29,97
    Rate control mode CBR???
    bitrate 1150???
    Profile level: Main Profile
    Video Format NTSC
    Interlace
    4:2:0
    DC component Precision 8 bits
    Motion search precision Highest quality

When using this setting the video come out perfect EXCEPT when ANYTHING moves...
Example would be a soccer player running... the edges around the player would look all blured and fuzzy....

It can not be this hard to convert a stinking DV movie into Mpeg 2 to burn it to a vcd/svcd/dvd... or is it...?

What am I missing...??? Doing wrong...?

How can I keep the quality at least above VHS and be proud to show it to the grandparents etc... My baby needs to be shared in DVD format with the family etc... <Grin> Please help...!

Thanks for all of your help ahead of time... I really DO appreciate it...

    scholty,

There are tons of different settings that people use when converting to mpeg2. I would start with the default SVCD template (load SuperVideoCD) which uses a much higher bitrate, and formats to 480x480.

Those crazy edges you are seeing are from a combination of way too low bitrate, and interleaving (interlace). The SVCD template uses the best settings for DV which are interleaved source -> interleaved output.

If for some reason you can't use SVCD, then use the VCD template, unlock it, bump the bitrate to 2000, and under the Settings - > Advanced tab, double-click Deinterlace. Try the different methods and see which one looks best to you. They are all a compromise and the SVCD is still the best way to go.
