OK, so i got a slow pc. I realized i get a lot less frames dropped wehn capturing at 15 fps. Is this possible to change it to 29.9 using tmpgenc? Any information i should know? Quality loss?

Well sure you can the encoder will just encode every frame twice.
The results wont playback all that smooth so quality takes a big hit.
