    I am doing a pretty simple video project for my drawing final. I have
    some skating videos but what I want to do is add in my own animation during certain points in the video. Im going to hand draw the stills since I
    don't have my mouse or tablet with me to use on photoshop.

    I plan on capturing each frame I want to draw and print it out and then
    draw it out. How should I go about inserting those back in? Can I just
    scan them? I need to make sure the resolution is on the same page as
    the original video and I need to keep it level. Please help. If you're still having trouble understanding what I am asking for please let me know so I can try to explain it better.

    Also, do you think imovie would be a decent enough program to do what I need done on or should I look for something else?

    Without a mouse, even the video editing is going to be slow. To be honest, trying to print the frames out and drawing by hand is fraught with problems unless you work for Disney. I'm not sure whether you are talking about animation over the top of the video or just cutting away from the video and having an animation sequence.

    If you are thinking of drawing on the paper, scanning and reinserting frames, the chances of the colour tone being the same as before is zero. It will be different.

    Simple animation over the top of the video:
    You don't say how complex the drawing is. I'm assuming one colour line drawing. If I really could not draw on the actual video frame I would first print the frame at correct proportion. Remember that your video may be 720x480 (3:2) but is say 4:3 on the screen so you must print the video stretched to 4:3 so that you can draw normally. If you are capturing from screen then the aspect should be OK. If you use thin white paper (like tracing paper that you can partially see through) you can draw your animation with the paper on top of the video frame print. If you want the lines to be white you will have to use coloured paper (see later) and white paint.

    Having done the drawing you scan just the animation, not the video frame. Depending on editor you may have to change their aspect back to the video aspect. In the editor you put the animated frames on another track, stretch each timewise to fit its equivalent frame on the main video track. Now you have to use a chroma key filter (colour mask) to make the white (or paper colour) transparent leaving only the animation lines. There are several ways to do these procedures but I can't write a manual here.

    Don't know imovie but you will need a fairly decent editor. Sometimes you have to use methods to suit the software you have. If you don't know the capabilities of your software and have not done this sort of thing it's sort of beyond explanation in a forum like this. You seem to be in a hurry.
