  1. CD/DVD has ripped label (printing layer). I could see through ripped area on the CD/DVD.

    I am not sure which layer is the data. But I know the laser would have to reflect off of something to get data off the CD/DVD. How do I get this fixed?

    If you can see through a CD, or DVD, chances are likely you're not going to be able to fix it - whatever data was present in the hole/rip is gone. You may still be able to read the rest of the data, but there's really no way to recover what was in the damaged part.
    If cameras add ten pounds, why would people want to eat them?

    It may not be fixable depending on the size, location, and direction of the scratch.

    You could try to image the disk with with a program like IsoBuster that can pad the unreadable sectors with zeros.

    Do you mean as in a printed paper sticky label ??
    Because you say "ripped".

    Or do you mean there is a "scratch" on a pressed dvd/cd (which is it ? not that it matters but....)

    And when you say

    do you mean that if you hold it up to a light you can see right through it like a window where the scratch is ??
    If that is the case the answer is easy,
    How do I get this fixed?

    If the aluminum foil layer under the label is scratched off, try a disk recovery program or replace the disc. I don't know of any way to repair the foil. Only a layer of lacquer and the label printing protect the foil. Easy to damage.

    A DVD has a polycarbonate layer that protects the top of the disc, similar to the one on the bottom. The foil is sandwiched between them. Much harder to damage.

    There are no two layers of the polycarbonate plastic, other wise commonly known as the carrier for common media.

    This polycarbonate plastic disc is a supporting structure for a reflective layer of aluminum ... this thin aluminum layer stores data on one side, the other side, either blank or carry's graphics and text ... such as in the case of commercial dvd's.

    Damage this metallic layer in any way renders the data contained with in the area useless and non-recoverable.

    There is a slim chance of laminating the layer down firmly using a piece of contact sheet ... make sure it is firmly and accurately placed, you get one shot at this.

    The only medium which has some data protection from such accidents are the dual sided media, dvd-10 / dvd-18, not normally available to the public via normal retailers ... you have to source these from the specialist stockists.
