The source is a transport stream file that DGIndex says has an aspect ratio of 16:9
Using FitCD and encoding from the AVS file in DVD Flick, I get a DVD that GSpot says is 4:3.
DVD Flick reports the source as 4:3
I was expecting that the output would fit the widescreen TV without changing the picture size on the screen.
Assuming that FitCd and DVD Flick know what's what, can someone correct my understanding?

And if it was 16:9 you should have checked the Anamorphic box in the Destination properties.
