  1. I was just wondering if there is a way to decrease the size of the file in mpeg format so more files can fit onto one VCD?
Do I have to decrease the quality or what? If so, how can I do that?
Any other methods than cutting a part of the video out...

The only way to decrease the file size is either comprimising in audio or visual quality. You could start by de-muxing the mpeg and resampling the audio part of the file to 128kb/s instead of 224kb/s and then re-muxing it back. If that doesn't give you sufficient space then the visual quality will have to suffer. Have you thought about getting a 80min or even +90min CD-R?
