Could you clarify the following point of your request: do you want to record the video in your studio and then publish it for streaming or do you want to create a real time stream (displayed as it is filmed)?

If it is the former then it is easy: just create a channel on one of the many video sharing sites that allow you to upload video and then embed the videos on your website. From what I understand you want to do I would suggest Blink.tv has the best option from the list above: the player has good quality, you can easily embed your whole channel on your site and even make a buck out of it with advertising. The only potential issue is that Blink.tv allows viewers to download your video file, which you may not want.

For the equipment, it depend on what you want to film. At minimum you will need some video editing software like Powerdirector and a camera and microphone. Some cameras now record directly on HDD or SD cards, so you can transfer the video to your PC without the need of a dedicated card. I would advise buying a video camera that allows you to connect an external microphone, as integrated ones are not always of good quality.

There are 2 kinds of "internet TV".

    1 - Broadcasting
    2 - Streaming.

For realtime Broadcasting, there is no cheap solution and I don't know any good software alternative. You probably need to rent a server, then send your signal to that server and the server spread it to the users. A slingbox based solution, could be the most practical one to send your signal to the server. From there, I don't know.

For Streaming, you need to use something like youtube - to understand the logic - You can upload you stuff there and then the users can watch it. It is not live TV, but you could made your own "youtube" like site and regarding the hour, to broadcast to the world a specific uploaded video.

Then, there are some P2P solutions / platforms to use, but they are not very popular in the west hemisphere. For some countries, those solutions are not even legal!
