Firstly, I don't think WinOnCD 3.8 can do real chapters.
Secondly, for burning CUE/BIN images: http://www.geocities.com/medinotes/vcd/burning_cuebin_images.html
Thirdly, to create chapters: http://www.geocities.com/medinotes/vcd/chapters.html
There are now a couple of GUIs for VCDImager (TSCV and VCD Easy) that simplifies chapter creation greatly. I believe that Sefy has a newbie guide here that describes the use of VCD Easy in making chapters.

As vitualis mentioned, in my guide you can find out how to create chapters using either TSCV or VCDEasy, here are a few links for it incase one page is busy or too slow:
http://www.vcdhelp.com/DVDConversionGuide/index.php
http://www.digital-digest.com/dvd/articles/dvdtovcd/index.htm
http://www2.labdv.com/sefyguide/index.htm
and as a last resort, you can try accessing the guide on my homepage, but that will be even slower (56k modem).
