  1. This TV episode I found on the internet in .avi format has digital corruption problems while recording I guess. Picture gets scrambled for a second and returns to normal and repeats the cycle after a time. Seems like water got into the wiring and messed the picture up. Problems persist throughout the episode. Is there anything that could fix the problems?

Frame by frame Rotoscope is always an option. Could take weeks.

More like frame-by-frame repainting to remove the flaws.

You are better off looking for a different, cleaner source.

No you would be painting over the 16x16 blocks with similar adjacent blocks (clone in Photoshop) or from previous or subsequent frames. Then you would blend block edges and textures. This is one of the tricks used to restore rare scratched films and is very labor intensive.

You asked if there was any way. There is always a way.

  6. Ok thanks. I have this other episode on DVD that was taped on TV in EP mode. Can it be improved? If so how? I'm not able to tape this show again.

Looks like a noisy source combined with very low bit rate encode. Result is blocky and motion smeared. A deblocking filter would cause the picture to go soft.

If it only persists for one or two frames at a stretch, you can use Avisynth and freezeframe, duplicate the previous or next frame. Can be slighly jarring if there is motion, but often passes unnoticed.
