What do you mean by cropped ? Are you talking about a lot of image missing, or just a little at the top and bottom ?

Nearly all CRT TVs, and many LCD/Plasma televisions have Overscan, which means that the extreme edges of the frame are no visible. This was done for technical reasons long ages, and has persisted to this day. Every DVD you watch, every TV show you watch, has the edges hidden. Anyone working in television makes sure that nothing of importance happens at the edges of the frame because they will not be seen by viewers.

How do you fix it ? Simple. Before you encode for DVD, you have to resize the image down in all directions, then add black borders to get the frame size back to compliance. Now when you encode and author, the entire image will be visible on most TVs.

Caveat : There is no standard for the overscan area. An overscan area of 10% will mean that on some televisions you will see some of the borders, and on other televisions you will still miss some of the image. These is no absolute solution other than to live with it, as you do every day when you watch DVD movies or television programs.
