I have a DVD probably from Portugal and I'm getting an error message like "prohibited by area limits".
Searching on google, I became even more confused. Some people say it's a problem with DVD region(mine is 4), while others say it's problem related to PAL. And that most players in North and South America can't play PAL DVDs. Is it true?

Well, anyway, I saw this post https://www.videohelp.com/forum/viewtopic.php?t=221928 downloaded IfoEdit and changed all the ifo files to NTSC. But when I reopen the same files in the program, I see PAL. What might be the cause?
Or: is there any other program? Oh and, I don't want to lose the menus.

  2. Philips dvd players are the best bet for pal on ntsc TV playing, converting is largely unnecessary

You can rip the DVD to your hard drive and re-burn it to a new disc, using single layer or dual layer DVDs as necessary with no conversion or compression at all. We have many guides on doing this. Since you live in Brazil, you live in a PAL country and I would think that ripping and re-burning the DVD is your easiest solution as ripping will remove the region code from the DVD.

Brazil TV uses PAL-M which is for 525/60 displays, so native DVD players must be NTSC.

The DVD players here don't accept PAL. Only NTSC, as far as I know. I have a Sony DVD player and reading the manual, it says it's a NTSC system.

    Like this one? http://www.dvd-guides.com/content/view/225/59/
    What about the menus?

Also, I followed this guide: https://forum.videohelp.com/topic338721.html but I didn't see any option to change PAL to NTSC.

Here are a bunch of guides on converting PAL DVD to NTSC.

    You could try this:

There are no promises it will work as some DVD players don't like this method, but it does often work and it's quick.

I agree with victoriabears. Get Philips DVD player($30 CDN), they can be easily set to region free (all regions) and play PAL DVD on NTSC TV.
To convert DVD with menus is lots of work, it is much easier to get right player.

Because it is VERY VERY DIFFICULT.
Start from the word DIFFICULT then rethink what you want to do.

I have about 50% of my collection is PAL and I would never spend the weeks needed to learn how to convert, get on with your life, buy the right dvd player.
