I have a clip I recorded off the tv - it is about 2 min long. but the file length is about 20 megs. I have played with the settings for tempenc to try and reduce the size so I can email it around, but have been unsuccesful in doing this. Does anyone now the proper settings I need? right now it is an mpeg file. Thanks

Um there i nothing wrong with that. 1 min of VCD = 10 mb .... but if you really want to make a crap quality encode, get something like TMPGEnc and set the bitrate low, under 1150 kbits/s.
