IVTC it if it's film based (a movie), deinterlace it if video based, and if it's the common Indian field-blended garbage, unblend it. If you could post a small unprocessed sample from the source more definitive advice can be offered.
Although it may have been encoded as progressive (where'd you get that information?), it's interlaced. -

I expected to get a progressive mpeg2 at 23.976 fps. However, one of the final things that XVID4PSP does during the conversion is run DGPulldown. So my mpgs are reported at 29.97 fps interlaced in Gspot.
At any rate, I think that is probably what is leading the OP to believe it is encoding as progressive. -

Also, how to you feed XVID4PSP your own scripts? It seems to incorrectly detect framerate/interlace at times and I need to remember to check it or I encode the video incorrectly. Almost all of my conversions are NTSC DVDs to hardsub'd mpeg2, so I think I can likely use 1 default script for all of them.

Is pulldown inherent to the MPEG2 NTSC encoding settings?
If for some reason you want to keep it progressive 23.976fps and can't figure out how to disable pulldown in XviD4PSP, you might try HCEnc. Open the script and just not hit the "Make DVD Compliant" button.
I looked at the avisynth script...
Also, how to you feed XVID4PSP your own scripts?
