I am here trying to get an NTSC video clip (720 x 480) down to a web video (320 x 240). Everytime i try it is either the video is coming out pixelly or that the file is extremely large. At first i used premiere to get it done, rendering it as quicktime movie with both Soreno an H294/284 standards and it came out pixelly but small. The next time i tried it in After effects the quality was great but the file was huge. I used the same formats to render it in quicktime movie.
I would like to get web video that retain its quality and has a 320 x 240 resolution. I tried lower the bitrate but then that distorts the quality
What can I do?

Stop using sledgehammers to crack a very small nut.
1. you cannot expect to have the same quality at a quarter of the resolution of the source. That is simply unreasonable.
2. Try using a dedicated file converter, rather than a large video editor or effects package.
Personally, I would try Xvid4PSP, and use one of the many .mp4 presets. This will get you the best trade off between quality and size.Read my blog here.
