I got a dual audio file that comes with one file that is .OGM and another that is .SSA, I was wondering if there is a program to put these two files together so that the subtitles show up.

If you are playing it on a computer then just use vsfilter and then rename the video and subs like video.ogm and video.ssa and play with windows media player or mpc and the subs should appear.

Or do you want burned in/permanent subtitles? Then must you reconvert, use for example xvid4psp or avidemux. See https://forum.videohelp.com/topic360276.html
