I got a dual audio file that comes with one file that is .OGM and another that is .SSA, I was wondering if there is a program to put these two files together so that the subtitles show up.

Use MKVtoolnix.
In mkvmerge GUI add .ogm and .ssa files and just mux to MKV. -
