    I used virtualdub when I converted to wav, open the .dat from the VCD, select audio->full processing and file->save wav.

    If you just want to extract the mpa/mpeg audio use the old free tmpgenc, under file->mpeg tools and choose the simple demultiplexer and open the .dat file from the VCD and extract the audio file.
