Let's say, I have shot a movie with HD - MINI DV tapes.
When I burn to BLUE RAY. Does the quality improve?

No. If you want HD quality you need a HD camcorder.

Then, IF I burn to BLUE RAY somehow. Will the QUALITY / RESOLUTION be better then REGULAR DVD? -
Yep. If your source is HD and you convert to blu-ray video using a good blu-ray video converter it will be better then regular DVD.
