BrookTree BT878 , how to tune tv?

i'm at a loss, even thought it must just be a capture only card but my friend who i got the card from says it tunes also, i've tried avs capture but it doesn't detect my card at all, tried winavi but says it can't find a channel to start the scan, blazemp just crashes on startup, tried MsDvr 2000 and 2005 it complained about windows mp not being on here when i have version 11 i even took off k-lite in case it's codecs were interfering somehow, dunno, tried global digital no luck, tried fly98 and can't figure it out and a few other prog's i can't remember and have uninstalled and deleted already.
even when some get close to working they only show bt878 under capture but nothing for tuner, even when done through autodetect like through dscales. anyone have any clue on how to help me? guessing maybe it's a rare card and will only work with few programs, dunno, i've been trying for 4 hours now and feel kinda stupid, lol. i'm pretty sure i got the driver right, i'm trying to upload a file from everest if that helps.

downloaded another set of drivers, http://members.driverguide.com/driver/detail.php?driverid=42075 ,it's for w2k and winxp, it comes with the bt878 tv v5.15 software, this one seems more like it, but still getting just static, thinking it's maybe in my setup or codecs.

for my tv country code configuration in the original setup i'm using ntstc usa standard, i think that's right, i am in the us but there's also options for ntstc usa hrc and ntstc usa irc. and in the original setup i'm guessing i just need to set audio for line-in to control only the audio coming from my tuner card fed back into my sound car through line-in. noticed alot of people online wondering why there's no audio with their card, you got to feed it back out from tuner and into sound card.
under video format -options-video capture filter it has options for ntstc_m(the one i have it on) and ntstc_m_j , what's the difference? or is that just purely for capturing purposes and not really a priority right now? there are quite a few other options but those are the only ones with ntstc. the others begin with pal or secam
is it just a codec issue? my driver set is for xp so i thought it should have them but maybe i'm wrong.
any certain codecs for viewing tv? through bt878?

-now after trying to view through virtualdobmod and dscaler(didn't change any settings, just opened to see if they would kinda auto-work(lol) since alot of people seem to favor these, thought maybe built in support from such favored programs would help me out a little, i'm getting an error that wasn't there before in bt878 tv software- error this graph can not preview properly, no biggie if i have to i'll uninstall all capture programs , run a reg cleaner, then re-install only bt878 software.

there's gotta be something simple i'm missing(yeah i'm a noob at this, just trying to get this working so my brother can use my tv at his house, his gf uses theirs for her pc monitor, lol, and never gets off according to him, he hates computers)

You should likely uninstall all of the drivers and start from scratch. You typically have to install the video card drivers first, and then the capture drivers.

What kind of video input are you using? Cable? Antenna? What kind of signal strength do you have in your room?

If the card has a cable/antennae input then it can tune on that input connector. Does the tv tuner driver show up in the Device manager? You should check to make sure it's not yellow tagged or checked out. If the proper driver is not installed for the card model you can't access the tuner. You should see an audio capture and video capture driver as well as a crossbar and tuner driver under "Sound, video and game controllers".
