  1. Is this project feasible ?
Using tools available here, it is possible to do the following with good results ?

I have a Movie in both VHS in PAL format with English dubbed audio, & a DVD in NTSC with Italian Audio with NO Subs. I want to capture the VHS tape with my usual methods & demux the audio and split the DVD and re-author it with the English audio.

Will it be possible to acceptably sync the audio from these 2 very different sources? What programs will I have to use ? Or, is this such a mess that only pro equiptment and a sound engineer could manage it ? Any advice would be appreciated.

There are a few things to consider PAL is 25fps NTSC 29.97fps.
The audio for DVD is usualy ac3 where tape would be wav.
That said, you can try. It will require that the movie on VHS is exactly the same as one on DVD (that means exactly the same cuts), but either way, you will have to use some audio editor to stretch the audio file to fit NTSC. It will take few steps, nothing is guaranteed, but I ,if I was you, would try.
You will have to match start points, but that can be done with audio delay setting.
