Probably a very simple question - I am looking for a tool that will author a DVD structure that is already on my drive. In other words, I don't need to add subtitles or anything, all I need is to take the DVD structure (created by DVD Shrink or similar) and burn it on a DVD R+ media so that I can play it in a regular DVD player.
I used to use Nero 5.0, I switched to Vista and Nero 5.0 does not run on it. Heard terrible things about Nero 9.0. The "burn" functionality in Windows Vista does not do the trick.

I think you are using the word "author" incorrectly. Authoring simply means to create the DVD file structure out of the video, audio, menu, etc. If you have a VIDEO_TS folder, in which reside various .vob, .ifo, etc. files, then the DVD is *already* authored.
Assuming, as it seems, that you've already gotten properly-authored DVD-compliant files, your real problem is how to burn. That seems to be the real question. If so, then simply use your favorite burning tool. It's good that Nero is no longer functioning on your system.Instead, use something like ImgBurn, which has its share of enthusiastic adherents here.
Use good media, burn a notch or two below maximum speed, handle the disc only by the edges, and disable all apps that might contend with the burner for the CPU's attention. Afterward, watch your creation and enjoy.
