I am trying to reencode some VOB files with ffmepgx and mpeg2enc codec.
When I try, I get an error: unable to open xxxx.mpv where xxxx = xxxx.vob
What am I doing wrong?
Should I demux and use only the .mpv file with no sound

More details, please. What are you trying to do? What's wrong with the VOBs that they need re-encoding?
For re-encoding, the source file has to be decoded by QuickTime, by mplayer or by ffmpeg. Those are selectable in the Options tab. If one decoder doesn't work, try one of the others. Decoding a VOB with QuickTime requires the MPEG-2 Playback Component.
If decoding fails for some reason, then the output .mpv file may not exist, or be to small to contain actual video, thus generating an error such as "unable to open xxxx.mpv".
I don't think demuxing will help. Perhaps you're doing nothing wrong, if you're dealing with a corrupted file. That is never easy to convert.
If you can't re-encode with ffmpegX, because all decoders failed, then perhaps it is time for some last resort tools: VLC transcoding or capturing with iShowU.

Long story short I had a corrupted mini DVD that I recovered with ISOPuzzle in a PC.
I got the VOBs with 95% of the information, but they won't play fine when authored. The individual VOBs do play "fine" on VLC player (glitter and some freezes, but it recovers and goes all the way to the end).
I was trying to reencode to see if that solves the problem.

Previous suggestions still stand, so do try those.
If an xxxx.mpv file is created and it is larger than 0 KB, or no file is created at all, then also check the parent folder permissions, to see if it is read-write accessible to all. You may do this in the Finder with Cmd-I (Ownership and permissions) on an admin account. A folder that is copied from an optical disc (DVD-Video in particular) can sometimes be locked or have limited accessibility. ffmpegX cannot read from, or write to a locked or "no access" folder.
