I would be capturing from a DV cam/pci card. I see that vlc can open devices and transcode on the fly but can it stream to other clients? I don't want to force every user to download vlc. I have also read that flash can stream H.264. Can vlc stream to a flash player with H.264?

Easiest would be to use your DV Cam as a webcam, then stream to a free service like http://www.ustream.tv/

What is your upload bandwidth? How many viewers?

If 3 or so check the guides for WME and VideoLan.

all the guides I have found relate to streaming files or streaming between VLC clients. I want to pretty much make my own ustream.tv and I was thinking around 10-15 viewers

What is your upstream bitrate and monthly bandwidth? Your provider will freak at a few GB upload. You will need to contract business internet rates based on bitrate and overall capacity used. Expect to pay large $$$.

This is why people uplink once to a third party server.

"event streaming" implies buying temporary bandwidth on site. This gets very expensive depending on venue.

100KB/s upload at home and 12MB/s on the server. Could we stop focusing on my bandwidth and start recommending options or avenues for research? I can double or triple my upload bandwidth if needed but I still have not found information on a solution that fits my needs.
