i have an out of sync mp4 file. the sound is a few secs before video. setting a value of "7500ms" in wmpc\vlc player puts it perfectly back in sync.

any program to make those changes perm?

i've tried using a program called "yamb" but i'm not getting the same results.

does this "virtualdub" (whatever you call it) open mp4 files?

Try avidemux, under video and audio choose copy, under audio select the shift and set it 7500(or from audio->filters->shift). Save as new mp4.
