  1. minidv2dvd is right, upscaling SD video to 1280x720 for Youtube will get you better looking results than uploading the original SD video. There is no point in upscaling larger than that.

    Viewing at anything other than 720x480 will result in digital scaling which will reduce the quality. Of course, on a computer monitor that will leave you with a 3:2 display aspect ratio. Standard definition analog devices do not resize the image digitally. They adjust the timing of the RAMDAC so that the 720x480 pixels are output with the right DAR.
