ok, i dont just mean playing in their head, i mean the sort of echo thing. like in dbz or something they think "i gotta be super sayan" or something. like the slight echoing noise. its not like a repeated echo, its just like a faint one. how exactly would i do that? help is greatly appreciated

Try the freeware audio editor Audacity. It accepts MP3 and WAV files. Use the echo filter and also modify the sound with one of the other filters to give a sort of 'sound in a barrel' effect to make it sound like internalized speaking.
If you filter out the high and low frequencies, that may also give sort of a 'telephone' effect that may help. -
Try the GVerb filter effect. It comes close at the standard settings. Just select your audio section, adjust it the way you want, then preview. If it sounds right, process the section. Audacity is easy to use, like a word processor, cut and paste.
