    my friend has upgraded from dial-up to high speed internet. but the company sent a bad modem. after talking to them they sent a new one. i tried installing with the new modem but still the computer does not recognize the modem when trying to access it trough internet explorer. i called the quest people they had me go through every possible way to fix it. but still did not work. so finally i tried it out with a lap top and like nothing ever happened it worked. but after changing the administrative password i hoked it up to the desktop and bam it does not want to recognize it. im able to ping web sites and the modem but the internet explorer does not want to connect to the modem set up page. any suggestion what i can do to fix it? by the way its a vista basic.

    If the computer has a virus scanner running with firewall it might be blocking ie access due to a new network.

    make sure that IE is not set to use a proxy.
    Tools/ Internet options/Connection Tab/ Lan Settings button/ untick proxy server box then try to connect again
