    I have a video clip at 25fps. I would like to save all 25frames individually as jpgs.

    What adobe product does this? or else, what other program is there?

    virtualdub can do this (save as image sequence) and I suspect that Premiere can also output an image sequence. Consult the manual/help file for details.

    If you have Photoshop CS3 or CS4 Extended Edition then you can also load video clips and save as a sequence

    Virtualdub, File->Export->Image sequence.
    or
    Avidemux, File->Save->Save JPG images.
