if source is NTSC > Interlaced how do you tell if it needs ivtc or not?

If every frame is interlaced, it can't be IVTC'd. If 2 of every 5 frames are interlaced (and the other 3 in every 5 frame sequence are progressive), it can be IVTC'd.
