Converting or Muxing audio files (mp3 etc.) into MPEG2 TS without any video

I need to convert or mux audio files like mp3, aac etc. into MPEG2 Transport Stream. As per my understanding, MPEG2 TS requires both video and audio file and thus the Conversion tools available in the market do not accept an audio-only file as an input for conversion to MPEG2 TS. The workaround solution that I experimented was to edit each audio file in some editing tool, attach some static video to it (like a wallpaper or something), export the file in .avi format and then convert/encode it into MPEG2 TS. However, it is a very cumbersome procedure and wastes a lot of time.
I need to know if there is any software or code available that can directly convert audio files into MPEG2 TS without attaching any video to it.

tsmuxer will work for some audio types without video

obviously then it won't be a mpeg2-ts, just a .ts
