Control Panel -> Sound -> Hardware -> Video Codecs -> Properties -> Properties
Choose any codec and click on Properties, it will say can't load it and it's not working.
The result is that it can't play back any video. Is there any way to fix it?

Those are VFW codecs. Media players will use DirectShow codecs. Try this:
Start -> Run...
Type in:
regsvr32 c:\windows\system32\quartz.dll
Press OK. You should get a message saying registration successful or something like that. See if you can play any videos.
