What is the cheapest but reliable device to record FM Radio Stereo program into a CDR? Can the FM radio program be recorded into a DVDR disc, by the way?

A lot of portable MP3 players that have FM capability can record too. You can find very cheap ones or you might already have one
Depending on your radio's output connections you might be able just to plug it into your sound card on your PC and use the built in Windows sound recorder.
Depending on the format you record in, you may have to do some format conversions if you plan to use it in a regular CD player
For "voice" quality (e.g. talk shows, lectures) you don't need a very high bitrate
Regarding burning it on a DVD-R it would depend on what kind of device you plan to play it on. Again, you may have to do some format conversions -
Other possibilities include "boom-box" like units, such as the Sony CFD-S01 (which contains an AM-FM radio, cassette player, and CD player/recorder which records from radio to CD) although most of them get poor reviews.
Another alternative is to connect a stereo receiver to the audio input on your computer sound card and capture to your hard drive, then edit and record to CD.

I am interested in recording radio program by the computer. Do I need to buy a sound capture device additionally if the PC OS is Win XP? In addition, can the radio be recorded as MP3 into the CDR directly so the disc can carry more songs?

Do you have a radio with a headphone jack?
Does your computer have a line in jack on the audio card?
If both answers are YES then you just need a cable to connect the two.
What program do you have to record with?
For example
Nero has an audio recording/editing program included with it's burning program.
2nd
To record MP3's to a CDR you will need to capture the audio as a .wav file and then transcode it to MP3 at the bitrate that you want.
For example
At 128kb, you can get approximately 700 minutes of MP3s on a 700 mb CDR. At 256kb you'll get less then half that amount of time.
