    Photoshop Express is free.
Photoshop Elements is cheap (under $100, often for sale at $50).

It also usually comes packed in with most new cameras. I've got a couple of PSE discs but don't need them since I got Photoshop.

Go with Photoshop, it doesn't have to be the latest version. The previous versions are selling for very cheap on ebay. Look for Photoshop CS or CS2 for a good bargain.

Even going back to Photoshop 7 is an option. That was the first to have the healing brush.
