I probably am not phrasing this right. But you know those bands of irregular color shifting that you get commonly in VHS video? Is there a good way to clean those up from avi files? I would prefer a VirtualDub filter.
This is kind of like what you see as the result of Macrovision. But this is from home shot videos. Just a few frames there and there.

Chroma noise?
