Are there any programs out there that will upmix a stereo (demuxed MPEG2) stream to AC3 5.1? I know that it won't be true surround sound as the information simply isn't there in the stereo stream, but it should be possible to improve on the basic stereo. Or is it better to just leave it as stereo and use a suround simulation mode on my amplifier?

In my opinion its not worth the effort.

Chances are it probably has dolby pro logic encoded on the stereo signal. If it does then your stereo will do a decent job of surround simulation. If your stereo has Dolby Pro Logic 2 it will do even better since it will simulate 5.1 from any source. Where as Dolby Pro Logic is much more limited but at least has rear effects.

EDIT - by the way yes there are programs that can do it. Higher end video editing and audio editing apps have the feature. Just don't expect the feature in the basic versions of most editing packages.
