Need camera and conversion package that will work for Fraud Investigation

Requirements:
External Microphone or ability to turn off audio recording
Flip out LCD and eyepiece
minimum 20x optical zoom
Date-time stamp in video
Records to Hard Drive

Final format of video needs to be wmv for streaming to clients online
