I have been using adobe premiere. i have a crawling text that i would like to make shake halfway thru. is it possible to make an effect like this in premiere

You don't say whether the text is a separate layer or whether it is already embedded in the background. If it's a separate layer you can do as indicated below for the whole video. If it's part of the background the background will need to be uniform colour (otherwise extremely complicated editing required).
Method 1 - Click the video on the track and use the Effect Controls/Motion to jiggle the whole video (may need to enlarge video slightly or match background colour to video background (to prevent unwanted background colour showing through at edges as video jiggles).
Method 2 - Make a still frame capture, create jiggled frames in a graphic editor and create jiggled portion in Premiere by pasting frames back on video to form a sequence (this method depends on how your text is crawling).
