    In order to get at least a rough correct brightness level, I'm using Sony Vegas 8.0, open a new project and drop the SMPTE Bars test pattern onto the timeline. I then enable the external monitor which is firewire to my DV camera, and then S-Video out from the camera to a regular samsung TV. Can I use this setup and use the pluge bars procedure (adjust so that left two bars have no difference and the third bar is only slightly lighter) to get a roughly correct black level?

    Yes that is what I do routinely. If you want similar for white level try the Belle Nuit DV color bar available as a tiff.
